Too Much Vodka, Comrade?

This is not the first time that the Russian military has played a dangerous game with the U.S. military. Navy Times also reported in November of 2018, a Russian fighter jet flew dangerously close to a U.S. Navy reconnaissance plane.
Our military is to be commended on staying cool and rational under such dangerous circumstances.
But what of the Russian military? It is almost unthinkable that they would be under official orders to provoke an international incident that risks war.
Is the Russian leadership really that reckless and unprofessional?
Or was it too much vodka, comrade?
